Can a restaurant deny you from watching their surveillance video if you lost something in there ?

I had a dinner party at PF Changs and realized I didnt have my wristlet (wallet/purse) with me when I went in my car. I went in immediately to look for it and also asked the staff if they saw anything; we found nothing. I later asked about the video surveillance, the supervisor said she could not make out anything from the video and she had to ask her manager if I am allowed to look at it. I am afraid one of the waiters grabbed it when they saw our party leaving.

Yes they can. If you suspect theft then go to the Police, they can then look at the video.
